first, i don't think that will be any time soon. rail can be a small part of an overall strategy, but it's foolhardy to subsidize something as large as a radial rail system for such a small percentage of commuters. more places i see have distributed employment centers (e.g. northern virginia) that make radial systems look like aquaduct technology. places like NYC with such high population densities will make better use of it, but also need not subsidize. a technology that needs subsidizing has proven it's not ready for prime time. we should be free-riding on the rich rather than vice versa.
